By default, messages are blocked if you are not Friends with the sender. If you would like, you can change this behavior on the Account Settings page by unchecking the "Only friends can send me messages" box. Unchecking this box will allow anyone to send you messages.

You can also change the setting for Comments on your Profile Page.
