A few years ago I was running a university in Oman and a government official invited me to play one of the local golf courses. The Fairways were bulldozed out of rock and sand; the greens were a mixture of sand and oil; and each player carried a piece of astroturf. You could use the astroturf from the fairway without penalty and a one stroke penalty if used in the rough.
We started to play the first hole when I saw a hole that was about 50 feet across and 5 feet deep in the middle of the fairway. In front of the hole, on a little 10" x 18" sign, in both Arabic and English, was written "Pond."
